Health insurers lined up today behind a proposal to guarantee coverage of pre-existing conditions as long as Congress arms them with a mandate for everyone to purchase insurance. Both proposals are part of Senate Finance Chairman Max Baucus' plan to overhaul the healthcare system and provide universal coverage. "No one should fall through the cracks of our healthcare system," Karen Ignagni, president and CEO of America's Health Insurance Plans, said.
