The issues of portability and continuity of coverage have never been more important. Americans change jobs and move around the country more frequently than at any time in our history. The growth in part-time, flex-time and consulting-based employment challenges the country to develop new models of providing access to coverage. The uncertain economy further underscores the need for solutions that promote continuity of coverage.  One idea AHIP has offered to help people in transition maintain their coverage is a new tax-free portable health account that can be used to purchase any type of health care insurance. Individuals and employers could both contribute to the account. The federal government and the states could incentivize people to fund their accounts with matching grants for low and moderate income workers. As individuals find themselves changing or between jobs, their ability to maintain continuity of coverage would be greatly enhanced.
